The function accounting for the largest proportion of spending, “General Public Services” (at $539.1 billion), is mostly attributable to debt service. Other large categories include “Education Affairs and Services” ($90.5 billion), “Health Affairs and Services” ($54.2 billion), and “Public Order and Safety” ($49.2 billion).
